Return the calling tenant's public-API rate-limit tier (free / pro / enterprise), the per-class ceilings (read / write / ai), the full catalog of upgrade tiers, and a rolling 60-minute per-minute usage histogram for each class. Use this to detect proximity to the cap before issuing a large fan-out call so the assistant can throttle or warn instead of triggering 429s.
